Barclay Frost

Barclay Frost stands as a giant in the field. Holding the esteemed titles of Level V Jumps Referee, Level 3 Field Referee, and Level 3 Jury of Appeal, Barclay has been a guiding force in numerous high-profile competitions. This includes noteworthy contributions to the 1976 Montreal Olympics, two Pan American Games, the Francophone Games, and various Pan American/Capital Cup events for combined events, leaving an indelible mark on Canadian athletics.
As a Jumps Coach from 1970 to 1976 with the Ottawa Kinsmen Harriers, Barclay honed the skills of budding athletes. He further elevated the sport as the co-chair of the Ontario Officials' Council and was a provincial and national clinic instructor.
A member of the AO Rules Committee and the Hall of Fame Committee, Barclay also served as the Technical Delegate for the 1988 World Junior Championships in Sudbury. His dedication to officiating was again exemplified at the 2022 Canada Games, where he officiated as the vertical jumps referee, marking his eighth Canada Summer Games out of the twelve that have been held.
Barclay has garnered a wealth of accolades, including the prestigious Carlton Board of Education Coaching Award, a Lifetime Coaching Award from the Ottawa Kinsmen Harriers, and the NCSSAA Fellows Award for high school officiating. Barclay is also a member of the Halls of Fame for Goulbourn Township, Lisgar High School, and Ottawa Sports.
Recognized for an astounding half-century of service, Barclay was presented with a commemorative clock from Athletics Canada and an Ontario Volunteer pin from the Province of Ontario. In 2021, Barclay received the distinguished honour of being inducted into the Athletics Canada National Officials Committee Wall of Honour, followed by a well-deserved induction into the Order of Ottawa in 2022.
