Minutes of the OTFA Board Meeting of November 23, 2001

1. Minutes of September 28, 2001.
Motion: That the minutes of the September 28 Board
Meeting be approved.

Business Arising.
2. Designation of Registered Coach.
Motion: Whereas athlete and coach insurance policies
within the OTFA are dependent upon registration be it resolved that
July 1, 2002 be the deadline for all athletes to have a named and
reigistered coach listed on their registration form. Coaches
from outside of Ontario are to be registered within their own
jurisdictions and provide proof thereof.

3. Reports.
Members and staff present highlighted some of the key points in their
annual reports.
New Business.
4. OTFA Bingos.
John mentioned that we will be losing our second bingo. He will
make enquiries regarding an appeal.
5. Registration Fees.
Motion: Whereas the OTFA depends greatly on annual
revenue from membership fees and whereas the figures may be affected
by increased numbers of members or by increased fees be it resolved
that a 5% registration fee increase be implemented in 2003.
This increase will not be implemented if membership increases by 5%.

6. Coaching Fee.
A list showing the large number of coaches who would be in line to
receive coaching fees but are ineligible due to their unregistered
status was circulated. These coaches will receive a memo from
the office advising them of their status.
It was mentioned that there will be several motions presented to the
AGM asking for the paid coaching fees programme to be rescinded.
7. Officials' Council Motion to AGM.
An OOC motion requiring clubs to supply a volunteer (official) to all
meets was discussed. It was agreed that the concept is good but
that penalties should not be imposed on clubs not able to produce a volunteer.
Roman suggested that a space should be provided on entry forms into
which the name of a volunteer could be written. Parents quite often
accompany their children to competitions and they could be a source
of volunteers.
8. Ontario Summer Games.
The question of participation in the 2002 Ontario Summer Games will
be put to the clubs at the next day's AGM.
9. Joint Annual Meetings.
The suggestion was made by Albert that we should try to stage the
OTFA, the OOC and the OCC AGM's on the same weekend. The OOC
and OCC (and any other groups) could conduct their meetings in
the morning. Special awards presentations could be made during
the lunch period and that session would be followed by the OTFA AGM.
It was felt that this format would encourage greater attendance at
all of the meetings and would lead to greater interaction
between the various factions of the sport. The next day's AGM
participants will be asked to comment on this idea.
10. First Time Registrations.
The question of how to encourage new athletes to join the OTFA was
discussed at length and led to the following motion:
Motion: That first-time Bantam-aged registrants continue
the bonus OTFA membership programme and that all other first-time
athletics registrants be eligible to register in the OTFA at a cost
of $30.00 (including GST). Subscriptions will be available at
additional cost.
